Lessons from the Investigation into the Failure of the SEC to Uncover Bernard L. Madoff’s Ponzi Scheme Accountant’s Role in the Financial Crisis
Noelle Frangipane, Deputy Inspector General, US Securities and Exchange Commission, Office of Inspector General
Bernard L. Madoff confessed to running a multi-billion dollar Ponzi scheme that went undetected by regulators, despite significant red flags and whistleblower complaints to the Securities and Exchange Commission ("SEC"). The Inspector General of the SEC conducted a wide-ranging investigation analyzing the conduct of SEC examinations and investigations into the Madoff firm, whether SEC examiners or investigators overlooked red flags which would have led to the discovery of the Ponzi scheme, and traced the SEC’s response to complaints it received regarding Madoff. The Deputy Inspector General will provide a firsthand account of the investigation that was conducted, and lessons learned as a result.
